Administrative and legal mechanisms for the institutional development of the National Police's educational security service within Ukraine's public administration system

This scientific work is devoted to a comprehensive analysis of administrative and legal mechanisms of the institutional development of the Educational Security Service of the National Police of Ukraine as a specialized subject of public administration in the field of protecting the rights, freedoms, and safety of participants in the educational process. The relevance of the topic is determined by the transformation of national security systems, the growing risks in educational institutions, the digitalization of social relations, and the need to strengthen the preventive role of the state in ensuring the safety of children, youth, and educational staff. In this context, the establishment and development of the Educational Security Service is considered a response to modern security, social, and legal challenges.
The study reveals the essence of institutional development as a process of legal, organizational, and functional formation of a new element within the system of public authorities. It is substantiated that the Educational Security Service acts as an intersectoral institution combining law enforcement, administrative, and social-preventive functions, which requires a specific model of legal regulation. The system of administrative and legal mechanisms ensuring its activity is analyzed, including normative regulation of powers, administrative procedures for interaction with educational authorities, local self-government bodies, and other subjects of public administration, as well as accountability and control mechanisms.
Special attention is paid to the role of the Educational Security Service in the implementation of public policy aimed at creating a safe educational environment. It is demonstrated that its activities go beyond traditional policing and include crime prevention, legal awareness, crisis response, and participation in the development of local safety programs in educational institutions. It is emphasized that the effectiveness of the institutional development of this service largely depends on the coherence of administrative and legal mechanisms with the principles of public administration, particularly legality, subsidiarity, transparency, interagency coordination, and citizen-oriented governance.
The study concludes that improving the administrative and legal mechanisms of the Educational Security Service is a necessary condition for building a sustainable system for protecting participants in the educational process and enhancing the effectiveness of state policy in the field of public safety. The Service is proposed to be viewed as a key institutional component of the modernized model of public administration in Ukraine.
