Foreign experience in controlling the circulation of firearms and the possibility of their use in Ukraine

The thesis examines international practices of state regulation and supervisory mechanisms in the field of civilian firearm circulation. Particular attention is paid to the regulatory approaches used in various countries to ensure effective oversight, including licensing systems, registration procedures, background verification of firearm owners, restrictions on access to specific categories of weapons, and preventive safety measures. The study also highlights institutional models of cooperation between law enforcement agencies and public authorities responsible for maintaining proper supervision over firearm possession and use by civilians. Based on the analysis of foreign practices, potential directions for improving the national legal framework of Ukraine in this area are identified, taking into account current security challenges and European regulatory standards.
