Transformation of the educational process in Ukraine in the context of military aggression: legal, organizational, and security aspects of the functioning of educational institutions

Abstract

The transformation of the educational process in Ukraine under conditions of military aggression is examined with a focus on legal, organizational, and security foundations of the functioning of educational institutions. The impact of martial law on the realization of the right to education, governance mechanisms, and the scope of institutional autonomy is characterized. Key directions of organizational restructuring are identified, including the expansion of distance and blended learning formats, adaptation of the educational environment to the needs of internally displaced persons, and strengthened coordination between public authorities and educational administrations. The security component of the educational environment is analyzed through physical protection measures, information security safeguards, and psychological support for participants in the educational process. The necessity of developing a sustainable model for the functioning of education under prolonged security challenges and implementing systemic managerial decisions aimed at ensuring stability and continuity of learning is substantiated.
